The playbook is becoming familiar. A UAP witness cooperates with the system – testifies before Congress, meets with oversight bodies, provides documentation. Then the system turns on them.

In March 2026, former State Department analyst Matthew Brown returned to the Weaponized podcast with George Knapp and Jeremy Corbell to describe what happened after he walked into one of America’s most secure intelligence campuses with evidence of a coordinated harassment network targeting UAP witnesses. What he describes is not bureaucratic indifference. It is an active operation to destroy him.

The Meeting at Liberty Crossing

Following the September 2025 congressional UAP hearing – where military witnesses including Dylan Borland testified under oath about their experiences – Brown was invited to Liberty Crossing, a major ODNI intelligence campus in the Washington D.C. area. The Office of the Director of National Intelligence oversees every U.S. intelligence agency.

Brown was told three things:

  1. His security clearances were active
  2. The meeting would be fully protected
  3. A formal UAP whistleblower protection program would be offered

None of it was true. The program was never mentioned once Brown arrived. No paperwork was presented. No protections were offered.

What Brown did bring was a list of 42 names and companies connected to what he described as a coordinated harassment network targeting UAP witnesses and their families. He submitted the list to his ODNI contact.

He received zero response.

The Smear Campaign

Within three weeks of the Liberty Crossing meeting, ODNI reportedly characterized Brown to Corbell and Knapp with three specific allegations:

1. That he fabricated Immaculate Constellation entirely. Brown is the source behind the Immaculate Constellation disclosure – the alleged secret Pentagon program that collects and conceals UAP imagery from Congress. That document was entered into the Congressional Record during a nationally watched hearing in November 2024. ODNI’s position, relayed through channels, was that Brown made it all up.

2. That he was engaged in counter-intelligence activity. The word “treason” was reportedly used. A former State Department analyst who cooperated with Congress was being framed as a foreign intelligence threat.

3. That he held antisemitic views. This allegation was derived from concerns Brown raised about intelligence related to the October 7th attack on Israel. Brown addressed this directly on camera, noting that his family has confirmed Jewish ancestry through DNA testing – and that he never disclosed to ODNI which personal position he held on October 7th. They fabricated the framing from a topic he raised, not a position he took.

The Harassment Network

The documentation Brown brought to ODNI described something more structured than informal pushback. According to his account:

  • Active duty and reserve military personnel with current security clearances are running harassment operations against UAP witnesses
  • These operations are conducted on government time, from government computers, at government facilities
  • Office of Special Investigations (OSI) agents have been sent to “break apart the families” of people who quietly assisted witnesses – individuals who never spoke publicly or testified
  • Brown identified a specific individual he described as the central coordinator: a person currently positioned as Deputy SAPCO (Special Access Program Coordinator) for DARPA at Northrop Grumman

George Knapp independently verified the individual’s connection to legacy program security through separate source channels.

”An Intelligence Operation Against Congress”

Corbell was blunt about what he believes is happening. He stated that the true purpose of ODNI’s UFO initiative under Director Tulsi Gabbard – which he said was not Gabbard’s personal intent – was to run an influence campaign against UAP witnesses in order to pressure Congress to abandon the UAP issue entirely.

He named David Grusch and Lue Elizondo as specific targets of this campaign.

“This is an intelligence operation run by the U.S. intelligence community against the U.S. Congress.”

The framing matters. If Corbell’s characterization is accurate, the intelligence community is not merely failing to cooperate with congressional oversight on UAP. It is actively working to undermine it – using the same tools it would deploy against a foreign adversary: character assassination, institutional isolation, and destruction of credibility.

The Pattern

Brown’s experience does not exist in isolation. It fits a documented pattern we have been tracking:

  • David Grusch filed a federal whistleblower complaint that was found “credible and urgent” by the Intelligence Community Inspector General. He has described retaliation and personal consequences since going public.
  • Lue Elizondo resigned from the Pentagon in protest over internal obstruction of UAP investigations and has faced years of attacks on his credibility from former colleagues.
  • At least ten defense and aerospace personnel connected to UAP programs have died or gone missing under suspicious circumstances in the past two years.
  • The Pentagon’s own UAP office, AARO, has been accused of operating as a containment mechanism rather than a genuine investigation.

The message being sent to potential future whistleblowers is clear: cooperate with Congress, and the intelligence community will attempt to end your career, your reputation, and your relationships.

Rather than waiting for Congress to act, Brown and Borland have launched a nonprofit organization designed to pursue UAP disclosure through the court system. The strategy is direct: file lawsuits to compel responses on the public record, in venues where the executive branch cannot control the narrative the way it controls classified briefings.

The organization will also provide direct support to UAP witnesses – a gap Brown described as completely unfilled. There is currently no formal support structure for individuals who come forward with UAP information, despite congressional legislation that was supposed to create one.

What This Means

The ODNI meeting was supposed to be the system working. A whistleblower with documentation walks into the oversight body responsible for all U.S. intelligence agencies. He provides names, companies, and evidence of coordinated harassment. The system processes it, investigates, protects the source.

Instead, the system processed the source. It took his information, offered nothing in return, and within weeks was telling journalists he was a fabricator, a traitor, and a bigot.

If this account is accurate – and Brown stated all of it on camera, with Knapp and Corbell corroborating independently verified details – then the intelligence community is not just failing at UAP transparency. It is at war with it.
